Abstract

Stunting remains a major public health challenge in Indonesia due to its long-term impacts on human capital development and sustainable development. Local governments are encouraged to develop innovative public service strategies to improve the effectiveness of stunting reduction programs. One such innovation is the Sungai Rumbai Digital Health Card (KARDI SARAS), developed by the Sungai Rumbai Community Health Center (Puskesmas) in Dharmasraya Regency. This study aims to analyze the implementation of KARDI SARAS as a digital public service innovation in supporting stunting prevention and reduction in Dharmasraya Regency. This research employed a qualitative approach using a case study design. Secondary data were collected through document analysis of government reports, publications from the Dharmasraya District Health Office, the Regional Medium-Term Development Plan (RPJMD), and relevant national and international scientific literature. Data were analyzed using thematic analysis involving data reduction, data presentation, interpretation, and conclusion drawing, with source triangulation applied to enhance the credibility of the findings. The results indicate that the implementation of KARDI SARAS has contributed to strengthening public health governance by integrating maternal and child health data, digitalizing health recording and reporting systems, improving access to health education through QR code-based information, and enhancing the monitoring of stunting intervention programs. The implementation of this innovation is supported by local government commitment, cross-sectoral collaboration, and the utilization of digital technology, although challenges remain regarding digital infrastructure and human resource capacity.
