Interaksi Aktor dalam Perumusan Kebijakan Pembentukan Empat Puluh Tiga Nagari Berdasarkan Perda Kabupaten Padang Pariaman

Abstract

The process of expansion of Nagari in Pariaman Regency has experienced various polemics, due to the moratorium of village expansion issued by the Minister of Home Affairs in 2012. This study aims to 1) describe the process of formulation and implementation of the establishment policy of forty-three Nagari in Padang Pariaman Regency; and 2) identify and describe the interaction of actors in the process of formulation and implementation of the establishment policy of forty-three Nagari in Padang Pariaman Regency. This study is qualitative study with descriptive analysis, primary data sources in the form of interviews with informants and triangulation on the unit of study analysis of the Government of Padang Pariaman Regency. Based on the result of the study, it is found that: 1) The involvement of actors in the executive (local government) and the legislature (DPRD and DPR) and civil society figures illustrates a pattern of interaction in the dynamic “governance” of state, society and private in the formulation and implementation of public policies related to expansion of Nagari. 2) The actor's interaction did not go well due to differences in understanding the formulation process and policy implementation, ie the different perspectives on the legal status between the home affairs ministerial circular letter with the local regulations and the difference of perspectives of the preparatory nagari.
