Voter participation is one of the key indicators in measuring the quality of democracy in a country. From the perspective of constitutional law, voter participation not only reflects public engagement in the political process but also indicates the extent to which citizens' political rights are guaranteed and implemented. This study aims to analyze the relationship between voter participation and the quality of democracy, as well as the role of constitutional law in promoting quality voter participation. The research method used is a literature review, involving the collection and analysis of various relevant sources. The results show that high voter participation can strengthen government legitimacy, but the quality of democracy is also influenced by factors such as law enforcement, transparency, and accountability. Constitutional law plays a crucial role in creating a legal framework that supports inclusive and quality voter participation. However, challenges such as political apathy, money politics, and socio-economic inequality can hinder voter participation and reduce the quality of democracy. Proposed solutions include political education, legal reform, and improved access to information. Thus, this study concludes that voter participation and the quality of democracy are closely related, and efforts to improve both must be supported by a strong legal framework and commitment from all stakeholders.
