Abstract

The Jhoni Anwar Padang area is: Firstly, weak supervision and law enforcement seems to give the impression that the local government is neglecting this and it is not considered an offence. The community therefore has no sense of guilt for the violations committed. There are also no means to scare people off. Second, violations committed by housing developers who have not installed irrigation or built buildings higher than utilities often escape local government scrutiny. This was only discovered after the residences were occupied and caused flooding in other areas. Thus, if changes take place, there will be clashes between the residents and the local government or other residents. This condition is an external factor affecting weak law enforcement. In particular, administrative law enforcement. In fact, this can be overcome by establishing land use mechanisms and educating the public that the existence of land use permits, IMPs and environmental documents is an attempt at legitimation and a tool to prevent pollution and/or environmental damage, and not an instrument for local governments to increase regional original income. In addition, there is a need for a high level of commitment from government officials to comply with laws and regulations and general principles of good governance when granting permits. If the issuance of a license is not based on these two matters, public officials may be held liable for misuse of authority under Act No. 30 of 2014 on Public Administration
